A group of public housing authorities in the Midwest formed a large nonprofit risk retention group in 1988 to combat soaring insurance costs. Licensed and approved by HUD, the organization provides insurance exclusively to federally designated public housing authorities.

However, when members redevelop properties through HUD programs like Rental Assistance Demonstration (RAD), they lose their public housing status. As a result, those developments become ineligible for coverage under the program.

This organization engaged Hylant to create a master insurance program to support members undergoing RAD conversions, helping retain membership through innovative, non-traditional coverage.
