Open Enrollment Isn't Confusing. The Decisions Are.

Employees don't need more benefits information. They need help making informed decisions.

Every year, organizations devote significant time and resources to open enrollment communications.

They create enrollment guides, launch microsites, host meetings, send reminder emails, and provide educational materials. Yet despite those efforts, many employees still approach open enrollment with uncertainty.

Why?

The challenge often isn't a lack of information. It's a lack of confidence.

Employees are being asked to make decisions that affect their healthcare, finances, and families for the coming year. Many worry about choosing the wrong plan, overlooking important coverage, or spending more than necessary. In some cases, the easiest response is to do what they did last year and hope for the best.

Employees Are Navigating More Complexity Than Ever

Healthcare decisions have become increasingly complicated.

Employees may be evaluating multiple medical plans, prescription coverage, provider networks, health savings accounts, voluntary benefits, wellness programs, and more. At the same time, economic pressures have made healthcare costs a greater concern for many households.

For employees, open enrollment is rarely just an administrative task. It's a financial decision. It's a family decision. And for many, it's a stressful one.

More Information Doesn't Always Create Better Decisions

When employees have questions, the natural response is often to provide more information. But information overload can create its own challenges.

Employees frequently receive enrollment guides, emails, carrier materials, and plan summaries within a short period of time. While the information may be valuable, the volume can feel overwhelming.

The goal should not be to provide more information. The goal should be to provide the right information at the right time.

What Employees Need Most

Many employees enter enrollment focused on a few basic questions:

  • What's changing?
  • What will this cost me?
  • Which plan is right for my situation?
  • What happens if I don't make changes?
  • Who should I contact if I need help?

Organizations that anticipate these questions and answer them clearly help reduce uncertainty and improve decision-making.

Support Matters As Much As Communication

Even the best communication materials cannot answer every question.

Employees need to know where they can go for help. Whether that's an HR representative, a benefits team, an enrollment meeting, a decision-support tool, or a dedicated resource center, access to support can make a significant difference in employee confidence.

The goal is not simply to complete enrollment. The goal is to ensure employees feel comfortable with the choices they make.

The Bottom Line

Organizations often measure open enrollment success by participation rates and completed elections.

Employees measure it differently. They measure it by whether they felt informed, supported, and confident in their decisions.

When employers focus on reducing uncertainty rather than simply distributing information, open enrollment becomes more than an annual administrative process. It becomes an opportunity to help employees make decisions that support their health, finances, and overall well-being.
